The province
of Quebec has original criteria and exclusive power to select
prospective immigrants who intend to settle permanently in
the province of Quebec. The Quebec
government has been committed to attracting
an ever-increasing number of immigrants to the province. More
resources have been allocated to immigration and immigration-related services.
To many
people, Quebec is often a more desirable destination, because
the cost of living in major cities in Quebec is 30-50% lower than that
of Toronto or Vancouver. And the Quebec government provides
more assistance to new immigrants than some of other provinces. More than 80% of residents in Quebec
speak French as the first language, however, the high level of fluency in French
is not necessarily an absolute requirement. In the selection process,
the potential and intention to improve French and adaptability
to the Francophone society are also taken into account. |

Steps
to obtain a permanent resident visa |

Applicants
under Quebec skilled worker class must go through the following
two steps to obtain a permanent resident visa;

Submit
an application to Quebec visa office and obtain a
Certificat de Selection du Quebec(CSQ). |
| 2. |
Applicants
who obtain a CSQ apply for a permanent resident visa
to the Federal government |

Although
applicants who have obtained a permanent resident visa under
Quebec skilled worker class must arrive at the province
of Quebec on their first entry into Canada, they are not
forced to reside in that province permanently, once the
applicant becomes a permanent resident of Canada. |

Far more
occupations are accepted under Quebec skilled worker class compared to the federal skilled worker class. |
|
Applicants
are examined in language abilities(English/ French) and
adaptability(personal qualities, motivation etc.) to Quebec at an interview. |

For age criteria, full
points are given to applicants who are not older than 35
years of age. |
|
Applicants
who have lived longer in Quebec for education, work or other
purposes have advantage in the selection criteria. |
|
There
are two different score grids, one for single applicants
and one for couples so that single applicants are not disadvantaged
in attaining the pass mark. |

To qualify for a Quebec Selection Certificate(CSQ), applicants must score enough points under the Quebec Immigration selection grid below. A single applicant must score at least 53 points. An applicant with a spouse or common-law/conjugal partner must score at least 60 points. |
